Deborah L. Biggs, J.D.

Deborah Biggs serves as an Advisory Board Member for Comprehensive Outcomes Management Technologies (COMT). Deborah has worked for over twenty years in health care and higher education in consulting for large public academic medical centers (AMC) and a start-up medical school. Deborah is a health lawyer with extensive experience in mergers and acquisitions, the regulatory framework across an AMC, governance models, funds flow, and policy and procedure development and deployment. Deborah is highly experienced in management, transformative development, implementation, and performance improvement of organizations and programs.

Prior to joining the COMT Board, Deborah was a Senior Director in the AMC practice at Huron Consulting. Before her role at Huron, Deborah served as the Senior Associate Dean and COO for the University of Wisconsin School of Medicine and Public Health. In this position, Deborah was responsible for all administrative operations, including finance, human resources, information technology, facilities, compliance, legal, marketing, communications, and risk management. Deborah served in a similar role for a new start-up medical school, Central Michigan University College of Medicine, and was a team lead in the successful accreditation of the school. Prior to her most recent positions, she worked at the University of Michigan Medical School and University of North Carolina-Chapel Hill Medical School for more than 17 years.

Deborah received a Bachelor of Arts degree in International Relations from the James Madison College of Michigan State University. She received her Juris Doctorate from the Thomas Cooley Law School.

Leadership
